OSHA makes it clear that you, the employer, are responsible for ensuring the operators are properly trained pursuant to OSHA 29 CFR 1910.178(1).
Your training program should provide complete safety and operational instruction. It should demonstrate proper equipment checks, establish awareness of hazardous situations, and encourage a safe environment. It should also include an evaluation process to assure operators have acquired the knowledge, skill, and understanding they need to safely operate material handling equipment.
An effective evaluation should consist of a combination of formal instruction, practical training, and evaluation of the operator's performance in the workplace. Refer to OSHA 29 CFR 1910.178(1)
Your training program should also include periodic retraining (at least every three years) of all operators, to reinforce safety practices and to introduce any procedural changes to strengthen the program.
